The Court:

1.Declares that, by failing, within the time limit prescribed, to establish, publish and notify to the European Commission the flood risk management plans in respect of the river basin districts ES 120 Gran Canaria, ES 122 Fuerteventura, ES 123 Lanzarote, ES 124 Tenerife, ES 125 La Palma, ES 126 La Gomera and ES 127 El Hierro (Spain), the Kingdom of Spain has failed to fulfil its obligations under Article 7(1) and (5) and Article 15(1) of Directive 2007/60/EC of the European Parliament and of the Council of 23 October 2007 on the assessment and management of flood risks; and by failing, within the time limit prescribed, to complete the public consultation and information on the elaboration of flood risk management plans in respect of the river basin districts ES 120 Gran Canaria, ES 122 Fuerteventura and ES 125 La Palma, the Kingdom of Spain has failed to fulfil its obligations under Article 10(1) and (2) of that directive.

2.Orders the Kingdom of Spain to pay the costs.
