1.Does Article 16 of Regulation (EC) No 861/2007 (1) of the European Parliament and of the Council of 11 July 2007 establishing a European Small Claims Procedure constitute an obstacle to the application of a national provision under which the costs of proceedings may be set off or adjusted depending on whether the parties were successful in part and unsuccessful in part, where there are a number of claims in the proceedings or where a claim is upheld only in part?
