The Court:
1.Annuls the decision of the European Commission of 17 January 2019 which set a ceiling for reimbursement of EUR 3 100 for the rental of medical equipment for the period from 1 March 2019 to 29 February 2024 and the decision of the Commission of 13 August 2019 which dismissed the complaint lodged against that decision;
2.Orders the Commission to pay the costs.
