—annul section 3 of ECB Decision ECB-SSM-2023-FRBPC-114 of 30 November 2023 (taken together with its annexes), in so far as it prescribes measures to be taken regarding irrevocable payment commitments in respect of the deposit guarantee schemes or the resolution fund;
—order the defendant to pay all the costs.
