must examine solely whether the non–imposition of this obligation would hinder the emergence of a sustainable competitive market and would not be in the end-user’s interest,
or may, when considering the imposition of an obligation to provide access to such assets, take into account not only the conditions mentioned above but also, on an equal footing as part of a ‘bundle of objectives’, the other objectives of Article 3 of Directive (EU) 2018/1972 of the European Parliament and of the Council of 11 December 2018 and, if applicable, further objectives.
