The Court:

1.Declares that, by failing to adopt, within the prescribed period, the laws, regulations and administrative provisions necessary to comply with Council Directive 2013/59/Euratom of 5 December 2013 laying down basic safety standards for protection against the dangers arising from exposure to ionising radiation, and repealing Directives 89/618/Euratom, 90/641/Euratom, 96/29/Euratom, 97/43/Euratom and 2003/122/Euratom, and by failing to communicate to the European Commission the text of the provisions of national law adopted, where necessary, in the field governed by Council Directive 2013/59/Euratom, the Italian Republic has failed to fulfil its obligations under Article 106(1) and (3) of that directive;

2.Orders the Italian Republic to pay the costs.
