The applicant claims that the Court should:

annul the Commission’s decision of 7 March 2024, by which the applicant’s request for access was rejected in part;

order the defendant immediately to disclose to the applicant, or to grant the applicant access to, all of the requested documents, including email correspondence relating to the organisation of the visit of the Vice-President of the European Commission, Věra Jourová, to Slovenia, which took place from 1 to 3 March 2023;

order the defendant to pay the costs of the proceedings.

Pleas in law and main arguments

In support of the action, the applicant relies on three pleas in law.

1.First plea in law, alleging infringement of essential procedural requirements laid down in Regulation (EC) No 1049/2001 of the European Parliament and of the Council, (1) in particular Articles 6, 7 and 8 thereof, as well as general principles of administrative procedure.

2.Second plea in law, alleging infringement of substantive rules of EU law, more specifically due to the incorrect application of Article 4 of Regulation (EC) No 1049/2001.

3.Third plea in law, alleging a misuse of power by the defendant.
