declare that, by failing to adopt all the necessary legal provisions to transpose Directive 2007/2/EC of the European Parliament and of the Council of 14 March 2007 establishing an Infrastructure for Spatial Information in the European Community, (1) or by failing to notify them to the Commission, the Republic of Estonia has failed to fulfil its obligations under the directive;

order the Republic of Estonia to pay the costs.
