1.Does Directive 2003/109/EC concerning the status of third-country nationals who are long-term residents apply to the deportation from the European Union of a person who entered the territory of a Member State during the period of validity of an entry ban imposed on him, whose stay in the Member State was therefore illegal under national law and who did not apply for a residence permit in that Member State if the person has been issued with a long-term residence permit for third-country nationals in another Member State?
If the first question is answered in the affirmative:
2.Are Article 12(1) and (3) and Article 22(3) of Directive 2003/109/EC concerning the status of third-country nationals who are long-term residents, so far as their subject matter is concerned, so unconditional and sufficiently precise that they can be relied upon by a third-country national against a Member State?
