1.Dismisses the action;

2.Orders each party to bear its own costs incurred in Cases F-59/13 and F-59/13 RENV;

3.Orders the European External Action Service to bear its own costs incurred in Case T-457/14 P and to pay the costs incurred by Mr Thierry Rouffard in Case T-457/14 P.
