In situations such as the one at issue in the main proceedings, where the volume actually extracted constitutes only a small fraction of the permissible volume and where the beneficiary cannot be said to have derived any actual economic benefit from the entire permissible volume, do fundamental principles of EU law, including the principle of proportionality, preclude the unlawful and incompatible State aid, which the Danish State is recovering under the Law on recovery and the Decree on recovery in order to enforce the repayment obligation imposed by Commission Decision of 16 October 2017 on aid measure SA.32874 (2012/C), from being determined on the basis of permissible volumes, so that the claim must be extinguished or determined on the basis of the volume actually extracted?
