The applicants claim that the Court should:

declare the present application admissible;

declare that the European Parliament, through its President, is accountable for all decisions taken by its bodies, inter alia the Conference of Group Presidents;

declare that all the decisions which led to the adoption and enforcement of the so-called ‘cordon sanitaire’, inter alia the decisions of the four parliamentary committees SEDE, SANT, H[O]US and EUDS, challenged by the present application, are contrary to the standards and principles of EU law;

declare that the President of the European Parliament is responsible for the consequences of infringements of the Rules of Procedure of the European Parliament;

obtain the ex tunc annulment, within the meaning of Article 264 TEU, according to which, if the action is well founded, the contested act is to be declared ‘void’, of the decisions of the parliamentary committees of the European Parliament taken on the occasion of the inaugural sessions, which took place on 27 January 2025 for the Committee on Security and Defence (SEDE), on 29 January 2025 for the Committee on Public Health (SANT), on 30 January 2025 for the Special Committee on the Housing Crisis in the European Union (HOUS), and on 3 February 2025 for the Special Committee on the European Democracy Shield (EUDS), which elected the members of the Bureau by various voting systems, involving unlawful prior acts and taken in the context of an irregular, non-transparent procedure not provided for in the Rules of Procedure of the European Parliament, automatically excluding any candidate from the Patriots for Europe Group, 3rd Group of the European Parliament, (in particular: Ms Jaroslava Pokorná Jermanová, candidate for 2nd Vice-Chair of SEDE; Ms Margarita De La Pisa Carrión, candidate for 1st Vice-Chair of SANT; Ms Julie Rechagneux, candidate for 2nd Vice-Chair of HOUS; and Mr António Tânger Corrêa, candidate for Chair of EUDS);

order the European Parliament to pay the costs of the present proceedings, which the applicants will specify in the course of the proceedings.

Pleas in law and main arguments

In support of the action, the applicants rely on four pleas in law which are identical or similar to those relied upon in Case T-623/24, Bardella and Others v Parliament. (1)
