The Tribunal:
1.Annuls the decision of 14 April 2014 by which the European External Action Service rejected the request for assistance under Articles 12a and 24 of the Staff Regulations of Officials of the European Union made by Mr De Loecker;
2.Orders the European External Action Service to bear its own costs and to pay the costs incurred by Mr De Loecker.
