Do the provisions of Council Regulation (EC) No 1782/2003 of 29 September 2003, in particular Articles 115 and 135 thereof, preclude a State from making the grant of a premium to a farmer subject to additional conditions, which are not laid down in that regulation, namely the condition that the farmer must ‘have no debts due in respect of the State budget and/or the local budget at the date of application for the premium’?
