The Court:

Declares that, by having failed, on the expiry of the period laid down in the reasoned opinion of the European Commission of 6 April 2022, to adopt the laws, regulations and administrative provisions necessary to comply with Directive (EU) 2019/1161 of the European Parliament and of the Council of 20 June 2019 amending Directive 2009/33/EC on the promotion of clean and energy-efficient road transport vehicles, and, accordingly, by having failed to notify them to the Commission, the Republic of Bulgaria has failed to fulfil its obligations under Article 2(1) of that directive;

Orders the Republic of Bulgaria to pay to the European Commission a lump sum in the amount of EUR 1 593 000;

Declares that the Republic of Bulgaria is to bear its own costs and pay those incurred by the European Commission.
