By his action under Article 263 TFEU, the applicant seeks, first, annulment of the decision of the European Central Bank (ECB) of 1 September 2022 refusing to grant access to documents relating to the correspondence between the European Central Bank and the Central Bank of Ireland and, second, that the General Court order the ECB to disclose the documents requested.

1.The action is dismissed in part on the ground of lack of jurisdiction and in part as being inadmissible.

2.Mr James T. Flynn shall bear his own costs and pay those incurred by the European Central Bank (ECB).
