Operative part of the judgment

The Court:

1.declares that by not putting in place the authorities able to verify the implementation of the principles of good laboratory practice, the Grand Duchy of Luxembourg has failed to fulfil its obligations under Article 3 of Directive 2004/9/EC of the European Parliament and of the Council of 11 February 2004 on the inspection and verification of good laboratory practice (GLP);

2.orders the Grand Duchy of Luxembourg to pay the costs.
