The applicant claims that the Court should:

declare that the Hellenic Republic has failed to fulfil its obligations under Articles 3, 4, 5, 7 and 10 of, and sections A and B of Annex I to, Council Directive 91/271/EEC of 21 May 1991 concerning urban waste-water treatment, (1) as amended by Council Directive 2013/64/EU of 17 December 2013; (2)

order the Hellenic Republic to pay the costs.

Pleas in law and main arguments

The European Commission submits that the Hellenic Republic has failed to ensure that: first, 153 agglomerations were provided with collecting systems in accordance with Article 3 of, and section A of Annex I to, Directive 91/271/EEC; second, in 143 agglomerations, urban waste water entering collecting systems is, before discharge, subject to secondary treatment or an equivalent treatment, as provided for under Articles 4 and 10 of, and section B of Annex I to, Directive 91/271/EEC; third, in 1 agglomeration, urban waste water entering collecting systems is, before discharge into sensitive areas, subject to more stringent treatment, as required under Articles 5 and 10 of, and section B of Annex I to, Directive 91/271/EEC and, fourth, in 13 agglomerations, urban waste water entering collecting systems is, before discharge, subject to appropriate treatment, under Articles 7 and 10 of, and section B of Annex I to, Directive 91/271/EEC.
