The applicants claim that the Court should:

annul Council Decision (CFSP) 2025/966 of 20 May 2025 amending Decision (CFSP) 2024/2643 concerning 1restrictive measures in view of Russia’s destabilising activities, () insofar as it includes the applicants in the list of ‘A. Natural persons’ and ‘B. Legal persons, entities and bodies’ subject to restrictive measures concerning Decision (CFSP) 2024/2643;

order the Council of the European Union to pay the costs of the proceedings.

Pleas in law and main arguments

In support of the action, the applicants rely on four pleas in law.

1.First plea in law, alleging the authoritarian trend of the European Union on the grounds that the contested sanctions are based on vague, unsubstantiated accusations, with no due process or individual remedy, and are used to silence independent and critical journalism.

2.Second plea in law, alleging violation of Article 18 of ECHR and Article 52 of CFREU, which prohibit limitations of rights unless prescribed by law and necessary in a democratic society.

3.Third plea in law, alleging violation of Article 11 of CFREU, concerning the fundamental right of freedom of expression and information; specifically, violation of Article 11(2), concerning freedom and pluralism of media.

4.Fourth plea in law, alleging violation of Article 48(1) of CFREU and Article 6 of ECHR, concerning the right to presumption of innocence and right of defence, and Article 47 of CFREU and Article 6(1) of ECHR, concerning the right to a fair trial.
