The applicant claims that the Court should:

annul, pursuant to Article 263 TFEU, Council Decision (CFSP) 2023/1047 of 30 May 2023 amending Decision (CFSP) 2023/891 concerning restrictive measures in view of actions destabilising the Republic of Moldova (1) insofar as it applies to the applicant; and Council Implementing Regulation (EU) 2023/1045 of 30 May 2023 implementing Regulation (EU) 2023/888 concerning restrictive measures in view of actions destabilising the Republic of Moldova, (2) insofar as it applies to the applicant;

order that the defendant pays the applicant’s costs.

Pleas in law and main arguments

In support of the action, the applicant relies on two pleas in law.

1.First plea in law, alleging manifest errors of assessment in considering that there was a sufficiently solid factual basis for determining that the criteria for listing the applicant in Article 1 of the contested Decision and Article 2 of the contested Regulation were satisfied.

2.Second plea in law, alleging the violation of the applicant’s rights under Article 6, read with Article 2 and 3 of the Treaty on European Union, and Articles 47 and 48 of the Charter of Fundamental Rights of the EU.
