The applicant claims that the Court should:

declare the present application admissible;

annul the contested decision of 29 May 2024 which was confirmed by the decision rejecting the complaint submitted by the applicant on 25 July 2024 as notified by email on 18 December 2024;

order the defendant to pay all the costs.

Pleas in law and main arguments

In support of the action against the decision of 29 May 2024 imposing a reprimand on him, the applicant relies on four pleas in law.

First plea in law, alleging failure to observe the non bis in idem principle.

Second plea in law, alleging infringement of the procedural guarantees in the field of administrative investigations and discipline and failure to observe the principles of impartiality and good administration.

Third plea in law, alleging infringement of the right to have one’s affairs handled within a reasonable time and infringement of Article 6(4)(b) and Article 18 of Annex IX of the Staff Regulations of Officials of the European Union.

Fourth plea in law, alleging failure to observe the principle of proportionality and a manifest error of assessment.
