Does it follow from the provision contained in Article 143ba(1) of Regulation (EC) 1782/2003 (1) in the version in force until 31 December 2006, under which ‘[payment] shall be granted on the basis of objective and non-discriminatory criteria’, that, as regards eligibility for the separate sugar payment in connection with the single area payment, it was not possible to draw a distinction between farmers on the basis of whether they supplied the sugar beet for processing directly (themselves) or indirectly (via intermediaries)?
