Is national legislation that, in the event of a request for the aggregation of contributions accrued in several Member States of the European Union, makes the statutory minimum amount of ordinary disability allowance contingent on having accrued 10 years of contributions in Italy, pursuant to Article 8(2) of Law No 153/69, unlike someone who has accrued all of his or her contributions in Italy, who is awarded the statutory minimum amount with only five years of contributions (three of which must be in the last five years), under Articles 1 and 4 of Law No 222/84, contrary to EU legislation, in particular the provisions of Article 58 of Regulation [EC] No 883/2004?
