—Annul the decision of the Secretary-General of the Commission of 7 June 2010 closing the file on the applicant’s request for assistance of 5 December 2007;
—Order the Commission to pay compensation of EUR 10 000, subject to increase in the course of proceedings, for the non-material damage suffered by the applicant, and to reimburse the costs incurred in the pre-litigation procedure;
—Order the Commission to pay the costs.
