annul the decision of 15 July 2013 of the High Representative of the European Union to transfer the applicant, in the interests of the service, with immediate effect to a position in the MDR.C in Brussels;

declare that the EEAS committed a series of breaches of its administrative duties by adopting the contested decision, breaches which render the European Union liable;

declare that the contested decision causes the applicant and his spouse serious damage;

take formal notice of the action;

order the EEAS to pay the costs.
