When it is not clear from the description of the proposed course contained in the application that the training fits in with the policies adopted to meet Community priorities laid down by the Council, the Commission does not commit a manifest error of assessment by refusing to grant assistance from the Fund.
The Commission is also justified in rejecting an application completely, without considering the possibility of granting it in part in view of the fact that the planned training is not entirely outside the priority sphere, if the application is submitted in such a way that it is impossible to separate the courses which qualify and those which do not.
The question whether the statement of grounds for a decision meets those requirements must be assessed with regard not only to its wording but also to its context and to all the legal rules governing the matter in question.
The conciseness of the statement of reasons for a decision by which the Commission refuses assistance from the European Social Fund for a vocational training course is an unavoidable consequence of the processing by computer of several thousand applications for assistance upon which the Commission must adjudicate within a short period.
A more detailed statement of reasons in support of each individual decision would therefore be likely to compromise the rational and efficient allocation of the financial assistance from the Fund.
