The applicant claims that the Court should:

annul the decision of 18 July 2024 imposing to the applicant the disciplinary penalty of downgrading by two grades, to step 1, in the same function group, as from 1 November 2024;

as far as necessary, annul the decision of 20 December 2024 rejecting the applicant’s complaint of 17 October 2024;

order the defendant to reimburse the costs.

1.First plea in law, alleging a breach of Article 10 of Annex IX to the Staff Regulations (principle of proportionality).
