The subject-matter and description of the proceedings

First, annulment of the Commission's decision to award no priority points to the applicant in the 2003 Promotion procedure, refusing to award ‘DG priority points’ and refusing to award points for work in the interest of the institution pursuant to Article 9 of the General provisions for implementing Article 45 of the Staff Regulations. Secondly, an order that the defendant compensate the applicant for the economic loss which he has suffered and will suffer throughout his career because of the delays in his promotions arising from the contested decision and pay him the sum of EUR 2 500 as compensation for non-material damage.
