The Court:
1.Declares that, by imposing a nationality requirement for access to the profession of notary, the Republic of Latvia failed to fulfil its obligations under Article 49 TFEU;
2.Orders the Republic of Latvia to pay the costs;
3.Orders the Czech Republic to bear its own costs;
4.Orders Hungary to bear its own costs.
